Moveoff demo

Moveoff_gui options:

  always   -- offsets always available
  local    -- local controls

Moveoff component installed and connected using:

  [HAL]HALFILE = LIB:hookup_moveoff.tcl

Demo usage:
 1) Start linuxcnc using the 3_always_local config.
 2) Set halscope to ROLL mode.
 2) <F1>   (remove ESTOP)
 3) <F2>   (turn on machine)
           Offsets are available continuously.
 4) Apply offsets using +/- buttons
 5) Disable offsets by unchecking the Enable Offsets
    checkbutton.
